The science of medicine has always been fascinating to me, but it was not until I envisioned a medical practice spanning all ages and rooted in a community that I really decided to become a physician. My desire to work in a small town led to specializing in Family Medicine and then completing a Rural Medicine Fellowship including training in cesarean sections and higher risk prenatal care. I hail from New Plymouth, New Zealand, where I spent my formative years amidst the lush landscapes of New Zealand, New Hampshire, and Western Washington. I have grown fond of the expansive skies in Omak, WA, where I have been practicing full-spectrum Family Medicine at Family Health Centers since 2013.
Rural communities face a shortage of primary care providers; my primary clinical goal is to be a stable source of medical care for families in Okanogan County and to be responsive to the types of care that they need. I find professional fulfillment in the variety of full spectrum Family Medicine, with a special interest in prenatal care and obstetrics.
Mentoring future rural practitioners as the Program Director for the Omak Rural Training Program brings the joy of teaching to an already full professional life. It’s an honor to walk alongside our residents as they thrive in our healthcare community.
Outside of medicine, my family and I cultivate a small farm with goats, ducks, fruit trees and vegetables. When not on call I often roam Okanogan County hiking, cycling, paddling and foraging for wild foods.

Holly was born and raised in Okanogan County. She earned her MA in Professional Counseling from Liberty University in 2011 and is a Licensed Mental Health Counselor. With over 10 years of counseling experience, Holly brings her passion for child and adolescent treatment and programs. Blue began her career as a health care professional in 1999 as a birth doula. She then attended nursing school and worked as an RN in both the rural hospital setting and a primary care clinic for the next 6 years. After doing clinicals in Spokane and Madison, WI, she received her Master’s in Nursing (Midwifery) through Frontier University in 2008. She founded and ran her own midwifery clinic in the Methow Valley, offering both home and hospital births until 2015, when she joined Family Health Centers in Twisp. She completed the lactation consultant didactic training and has been teaching Childbirth Education classes since 2008. After working for 11 years in Brewster at a hospital that allowed nitrous analgesia and water births, she was influential in bringing those for laboring women to Mid-Valley Hospital in 2020. Blue is passionate about birth, helping her community and providing high quality health care for women. The Methow Valley has been her home since 1995 and she enjoys spending her free time with her husband and daughter, traveling, climbing, skiing and gardening.

Practicing collaborative patient care is what drew me to Tacoma Family Medicine. I love being able to work with learners of many professions at different levels in their education. Dr. Kate Schumacher is a family medicine physician passionate about supporting individuals and families through every stage of life. Her clinical interests include public health, reproductive health, and caring for underserved and rural communities. Dr. Schumacher grew up near Hays, Kansas, where she witnessed firsthand the power of community and the importance of strong primary care. She earned her undergraduate degree in Microbiology from the University of Kansas and went on to attend the University of Kansas School of Medicine. There, she developed a deep interest in health equity while serving as director of a student-run safety-net clinic. Between her second and third years of medical school, she completed a Master of Public Health. She then completed her residency at Tacoma Family Medicine, where she served as Chief Resident and received full-spectrum training with a focus on obstetrics. “It’s an honor to serve patients in Okanogan County—people with deep roots, strong values, and powerful stories.” Outside of work, Kate enjoys gardening, reading, and exploring Central Washington with her husband.

Dr. Tuggy is a strong believer in the power of primary care to deeply impact communities and improve health outcomes for populations. Providing comprehensive care, including primary care procedures, expands the scope of services that family physicians can offer to their communities and is an essential part of the advanced primary care model. Dr. Tuggy looks forward to working with the team in Omak to train residents and provide excellent care to their patients. Dr. Tuggy is committed to the significant role of primary care in improving population health outcomes and positively impacting communities. The advanced primary care model, in which Dr. Tuggy strongly believes, considers the provision of comprehensive services, including primary care procedures, essential for expanding the scope of care family physicians offer. Dr. Tuggy is eager to join the Omak team to both provide excellent patient care and contribute to resident training.

Dr. Wallace is a family physician with a love for serving entire families and helping patients through the many joys and challenges of life. His fellowship training in obstetrics enables him to provide cesarean and high-risk backup services at Mid Valley Hospital and participate on a state level in improving care for people and families around pregnancy. His role as Health Officer with Okanogan County Public Health enables him to serve the many diverse communities in Okanogan County through collaborative disease prevention and health promotion programs.
The family medicine educational journey carried Dr. Wallace from the hollers of southern Appalachia and the farms of eastern North Carolina through urban jungles of Nicaragua and forested jungles of Indonesia, across the desert of the Navajo Nation and up into the wilds of western Washington. The learning trail continues in Okanogan County as the family medicine foundation continues to offer solutions for both illness and social injustice. Care for vulnerable populations around pregnancy, point of care ultrasound and community oriented primary care are at the leading edge of Dr. Wallace’s current learning pursuits. He has enjoyed having students and residents along for the ride on rural rotations and now looks forward to learning and serving together with residents through the Omak Rural Training Program.

Dr. Warner originally worked for 10 years at Family Health Centers as his first job after his Family Medicine residency in Chicago’s Cook County Hospital and medical school at Chicago’s College of Osteopathic Medicine. Now, after 25 years of work as a clinical primary care doctor and teacher of Family Medicine in community clinics in Seattle, he returns to work with residents at FHC, full of enthusiasm to continue his life’s work in Okanogan County. Dr. Wesch is in her 24th year of practice as a Family Physician. She joined the TFM/Omak Rural Training Program as faculty and as the Urban Site Director. Prior to joining our program, she served as the Site Medical Director and one of 3 physicians for the community clinic on Vashon Island – a rural, geographically isolated and aging population. I know the joys and challenges of rural medicine – from seeing patients being well at the Farmer’s Market to hearing what ails them at the Grocery Store. Rural practice also has a call to advocacy and activism – from integrating with the local Fire Department, campaigning for a Hospital District, to speaking to the School Board in support of a grant for the formation of a school-based health clinic. It’s so much more than just medicine!
